Take Payment for Mods?

Is it ok to take payment for small mod downloads? This is some Bethesda just've started with, and first out is a armor for your horse (which does nothing except from the looks), which can be yours for only 2$.

Does this mean that it will be no expansion pack, but just a number of mods that you can pay for to download? Someone bougth the horse armor, and then just uploaded the files to tessource.net, something that might happend to the forthcoming mods by Bethesda.

Something interesting is that Bethesda hasn't released a exporter for 3DS Max yet, which means that the modding community won't be able to make their own custom models, something that's featured in all three of the announced mods from Bethesda themself.

Even though this kind of marketing might seem fair, it's pissing off their fanbase, and by not releasing a model exporter, they're succesfully preventing the modding community to develop. They would be soo better with if they release them in packs and call them "expansions" instead.
