This is footage from the Fallout 3 that Black Isle Studios were working on. Back in December of 2003, the entire Black Isle division was shutdown by its parent company Interplay, due to financial difficulties.
Bethesda have been licensing the IP rights from Interplay for awhile, to develop a game in the Fallout series, but just last month they bought the IP itself and is now on full-scale production on the game.
